§ 46-2. Personnel.

The John Ed Keeter Public Library of Saginaw shall be operated by a library director and such other assistants and employees as the city council may hereafter authorize. Such library director and any assistants or employees shall be appointed by the city manager, who shall have general supervision of the library and its personnel, all of whom shall be subject to censure or removal by the city manager at any time for the cause he deems sufficient. The city manager shall prescribe the duties, hours and compensation of the library director and any other employees, subject to city council approval.
