§ 46-1. Established.

As heretofore established, the John Ed Keeter Public Library of Saginaw shall continue as a free public library for the use and benefit of the residents of the city. The purpose and function of the library shall be to provide books, periodicals and other publications for the use of the public, either at reading rooms established as hereinafter provided, or by the checking out of such materials, or both.
