§ 46-3. Use fee.

The facilities of the John Ed Keeter Public Library of Saginaw shall be available to residents and citizens of the city, as well as other patrons, without charge, unless the city council shall hereafter otherwise direct, but under reasonable rules and regulations prescribed for use thereof.
