The provisions of division 2 hereof shall not apply to sales made to dealers by commercial
travelers or sales agents in the usual course of business or to sales made upon authority
and by order of law, or to vendors of farm and dairy products in their natural state
in the hands of the producer. Applications are required of those seeking donations
in the manner set forth in section 14-231 and licenses will be issued, but the license fee and bond requirements will be waived
upon proof that the donations are for a charitable purpose or a nonprofit corporation
or entity of a benevolent, civic, educational, recreational or similar nature.
