§ 14-85. Appeal to council on refusal of permit.

  • If the city secretary shall refuse to issue a permit to any applicant under this article, such applicant shall have the right to appeal to the city council on such refusal by giving written notice filed with the city secretary within ten days after the refusal. The city council, within 30 days and with five days' prior notice to the applicant, shall conduct a public hearing on the appeal, wherein the applicant shall have a full opportunity to present his case, either in person or by counsel. The decision of the city council on such appeal shall be final.
