§ 98-263. Computation of rates.

  • (a)

    All above charges shall be computed on a monthly basis for both water and sewer service. The monthly volume of wastewater generated by a residential user shall be determined on March 1 of each year and be defined as one of the following:

    (1)

    The average monthly-metered water used by the particular residential connection during the three months of November, December, and January. The average shall include the actual water usage in November and December of the preceding year and January of the current year in which the average is calculated. The average shall be calculated by adding the total metered water for the three months and dividing the sum by the figure three. The maximum winter monthly average shall not exceed 20,000 gallons for residential connections.

    (2)

    For a residential connection that does not have prior water use history for determining the average wastewater generated, the average shall be established to be 8,000 gallons per month. At such time as a water use history can be established for the particular connection this subsection shall cease to apply and the average shall be calculated in accordance with subsection (1) above.

    (b)

    The average monthly volume of wastewater determined by the above methods shall be utilized for a full calendar year or until March 1 of the following year.

    (c)

    Notwithstanding the provisions of subsections (b) and (c), the charge for the monthly volume of wastewater generated by a residential user for 2006 through January 2007 shall be based on the average monthly-metered water used during the winter months of November and December, 2004, and January 2005. In no event shall the volume used to compute this monthly charge exceed 20,000 gallons. Where no previous winter quarter average is available from the records, the volume to be used for this monthly volume charge shall be calculated in accordance with subsection (a)(2).
