§ 46-34. Gifts, etc.

All gifts, bequests and legacies made to the city for library purposes shall be administered by the library board for the benefit of the library system of the city; provided, however, such administration shall be subject to review and audit by the city manager and the city council, and any public grants for library purposes and any other gifts of any kind deemed by the city council sufficient in size or for other reasons to necessitate such, shall be subject to direct administration by the city council at its election.
