§ 17. Governing law.

(a)

This ordinance shall be construed in accordance with the city charter and city Code(s) in effect on the date of passage of this ordinance to the extent that such charter and Code(s) are not in conflict with or in violation of the constitution and laws of the United States or the State of Texas.

(b)

This ordinance shall be construed and deemed to have been drafted by the combined efforts of the city and the telephone company.
