§ 7.07. Alleys.

  • A.

    Alleys serving single family residential and duplex areas shall have a minimum right-of-way width of 20 feet. Alley turnouts shall be paved to the right-of-way of the street that the alley intersects and shall be 12 feet wide at that point. Alleys shall be paved in accordance with city design criteria for a minimum width of 12 feet exclusive of any curbs which may be required. A uniform transition in alley pavement widths shall be made in a distance of not less than 20 feet.

    B.

    Alleys should intersect streets at right angles or radially to curved streets.

    C.

    Alleys shall not intersect streets that are designated as arterial or collector roadways in the comprehensive master plan.

    D.

    The minimum distance between an alley/street intersection and a street/street intersection shall be the width of at least one lot.

    E.

    Private alleys are prohibited.

    F.

    Maximum alley length between access points to a street shall be 600 feet. A length of between 600 feet and 1,320 feet without access to a public street may be approved by the city council if it finds unusual conditions or limiting factors. In no case shall an alley length exceed 1,320 feet between street access points.

    G.

    Dead-end alleys are prohibited.

    H.

    In cases where two alleys intersect or turn a sharp angle, lot corners shall be platted so that a triangular area of 25 feet × 25 feet or greater is dedicated as part of the alley for the purpose of providing a minimum radius of 30 feet to the inside edge of the alley paving.

    I.

    Alley paving should have a minimum grade of 0.6 percent and a maximum grade of ten percent.

    J.

    Alleys shall be paved with reinforced concrete with a minimum thickness of six inches on eight inches of stabilized base in residential areas and inches concrete on ten inches of stabilized base in all other areas. Concrete shall be class A (per Item 303).
